Is this a reason to call CPS on someone?
Alright, here’s the problem. I live in an apartment complex that is fairly busy during the day. I also recently became neighbors with a family of five (three adults, two children) who moved in upstairs less than a month ago. Ever since they moved in, I have noticed that they tend to ignore their kids. . . which brings up my concern of calling CPS. I have become a babysitter, against my will, for these people upstairs. They don’t seem to realize that the only reason their kids are still walking is because I try to keep them out of the parking lot because they’re too lazy to notice the kids running down the stairs and into the lot in the path of oncoming cars.
This is unacceptable! I have the number for CPS already, but I want to make sure I wont get in trouble for calling them due to my concerns. The people upstairs are neglectful and don’t pay attention to their kids, instead throwing glass bottles down onto my porch and leaving it there for me to clean up so no one steps on any glass! This has happened on several occasions, and quite frankly I’m sick and tired of watching those kids (they’ve got to be only a few years old, more than likely just over a year) almost get hit by someone in the parking lot every few days.
Are my concerns valid enough to send CPS up there to investigate?
I am not the only person to notice these issues. People I don’t even know have come up to me and told me they don’t like the people who live above me because of the way they ignore their kids and let them run around half naked and throw wild parties. It’s just a safety hazard at this point, I can’t take it anymore! Something needs to be done, and it needs to be done NOW!
Okay, maybe you should contact your landlord and have him talk with the parents? That may work.

If you feel strongly, call CPS.
If the children are running around unsupervised, that may only be a symptom of a larger problem.
You mention that other people feel the same way, if that’s so, you know you have backing of the people among whom you live.
You say there are three adults in the apartment and only two children. Why is there a third adult and what is that adult doing during the day?
Call CPS. They can visit the home and determine exactly what is going on.
